RULE 1 - NAME
The Association of RAJPUT Regiment Officers is to be known as “Association of RAJPUT Regiment Officers (AORRO)”.
RULE 2 - CHAPTERS
The AORRO is a non political, non profit making organization and endeavors to promote the welfare of all RAJPUT Regiment personnel within the entire geographical limits of India. However, wide dispersion of RAJPUT Regiment Officers limits possibility of an all embracing organization and therefore the AORRO will be organized into Chapters. The first central and focal Chapter will be established at Rajput Regiment Centre, Fatehgarh. Formation of Chapters at other stations will be encouraged but will be voluntary and when so established be appropriately interfaced/linked to the Central Chapter at Fatehgarh. Each Chapter will have its own Managing Committee.
RULE 3 – ELIGIBILITY
Any officer who is serving or has served in The RAJPUT Regiment or its affiliated units is eligible to become a member of the AORRO subject to Rule 4.
RULE 4 – MEMBERSHIP
Details of membership :-
Membership will be on voluntary basis.
The AORRO when formed may allow membership to only those serving and retired officers who have served or are serving in the RAJPUT Regiment on regular basis.
Membership will not be given to a person who has been dismissed or cashiered from the service or whose services have been terminated administratively for misconduct.
Membership will not be given to a person who has been found indulging in anti-national of unconstitutional activities or has a criminal background.
Widows of Officers (otherwise eligible to be members) and their children shall be enrolled as Honorary Members.
The AORRO will comprise of the following kind of members :-
Corporate Members. The Rajput Regimental Centre, all Rajput Regiment units, any other authorized Rajput Regiment Establishment and units with past historical association.
Honorary Members. All Rajput Regiment Officer’s widows and their dependent children shall be Honorary members, including Rajput Officers (UK) and their sons and daughters.
Termination of Membership. Membership of any member will be terminated by the Managing Committee in the undermentioned conditions, after verification, and the individual will be intimated.
Member is dismissed or cashiered from service.
Member is terminated administratively for misconduct.
Member is convicted in a criminal case.
RULE 5 - SUBSCRIPTION
Rate of Subscription will be as under :-
Life Members - Rs 2000/- per member (One time Payment).
Casual Members - Rs 500/- annually.
Corporate Members :-
Rajput Regiment Centre - Rs 25000/- (One Time Payment) and Rs 10000/- annual.
Units - Rs 15000/- (One Time Payment) and Rs 5000/- annual.
Honorary Members - No Fees.
The above subscription rates may be altered by the Managing Committee. The above amount will be paid by all Members at the time of admission. The casual Members will pay annual fee for renewal of their membership during the month of April i.e. at the beginning of each financial year. All subscriptions shall be payable in the above named categories except otherwise to be specified by the General Body/Managing Committee. The life membership is voluntary. Officers who wish to become life members may send the subscription with a simple request in writing to the Secretary, who will issue a Membership Card/Certificate / Cash receipt. Officers, Widows and their dependent children will be enrolled as honorary members. In case yearly subscription is not remitted by the member during April, he will cease to be a member. He may be re-admitted from the date of receipt of subscription by the Secretary of the AORRO. Additional funds may be raised through voluntary donations from members and through fund raising drives, as authorized.
RULE 6 – FUNDS
Collection accruing from membership fees collected from Life Members and Corporate Members in pursuance of Rule 5 will be deemed as Corpus and will be inviolable. No expenditure on any account will be made from the Corpus. The Corpus will be suitably held in a scheduled bank in authorized secure fixed deposit/securities ensuring maximum returns. As a one time exception during the period of the raising of the AORRO an amount not exceeding 10% of the fees received will be permitted to be spent during first year of the raising, with the provision that expenditure so incurred will be reimbursed into the AORRO corpus within two years of raising. All future expenditure will be met out of interest income and donation from its members.
The funds of the AORRO will be deposited in joint account in a scheduled Bank. It will be operated by the Deputy Director and Secretary.
RULE 7 - RIGHTS AND PRIVILEGES
The immediate family members of the AORRO member, i.e. wife, sons and daughters will be entitled to the benefits which the General Body/Managing Committee may decide.
RULE 8 - CESSATION OF MEMBERSHIP
A life member may cease to be a member on sending a simple request in writing to the Secretary. The Managing Committee may lay down conditions whereby members and/or their families cease to be members of the AORRO.
RULE 9 - HONORARY DIRECTORS
All ex Colonel of the Rajput Regiment will be Honorary Directors of the AORRO.
RULE 10 - GENERAL BODY
The General Body will consist of all the members and will be constituted as follows :-
Director - Colonel of the RAJPUT Regiment
Honorary Directors - All ex Colonel of the RAJPUT Regiment
Managing Committee
(i) Deputy Director - Commandant, Rajput Regimental Centre (RRC)The General Body will meet at least once a year to formulate policies, programmes and pass the budget for the ensuing year and consider and adopt the annual audited accounts for the current year. The date and month of the annual meeting will be fixed by the Managing Committee. A minimum writing notice of 30 days will be necessary for the meeting which will be accompanied by the Agenda of the Meeting. One third members shall form the quorum. The General Body shall be the sole and final authority for all purposes of the AORRO and making any change or alternation in or amendment of the memorandum of the AORRO under rule 11 of the Act. Resolutions at the meetings of the General Body can be adopted by a simple majority provided the stipulation of the quorum is fulfilled.
RULE 11 - POWERS OF MANAGING COMMITTEE
The Managing Committee shall have power to act in such a manner as to carryout the objectives of the AORRO and other policies and programmes laid down by the General Body and for the management of all affairs on which, in its opinion, the advancement of the objects of the AORRO is concerned. It shall be responsible to make Bye-laws for the regulation, management or any other purpose connected with the implementation of its aims and objects and may alter, vary or rescind the same. Some of the major responsibilities are enumerated here-in-after.
To exercise responsibility over the affairs of the AORRO.
To establish or abolish various administrative posts, fix the terms and conditions of employment, exercise control and deal with administrative contingencies, obligations and supervision.
(i) To administer and supervise all projects supported and run by the AORRO.
(ii) To establish such committees as is considered necessary to assist it in carrying out its responsibilities for efficient functioning and to delegate to such committees the requisite power and authority.
(iii) To present to all members an annual report of the AORRO activities and an audited statement of account.
(iv) To appoint and remove Auditor or Auditors of the AORRO for auditing the accounts annually and for preparing the Annual Statement of Accounts and necessary to act as the internal auditors of the Officers Association.
(v) To open and operate band and fixed deposit accounts with bank or banks and other investments in the name of the AORRO upon such terms and in manner as deemed fit and to appoint or to remove those who operate such accounts.
(vi) To commence, prosecute, defend or appear in, to continue, compromise, abandon, contract or submit to any civil administrative reconciliation or other proceedings or inquiry for the furtherance of or in conjunction with any object of the AORRO and to appoint retaining agents, attorneys, advocates or solicitors thereof.
(vii) To accept contributions/donations.
(viii) The Managing Committee may, by power of Attorney executed by two of its members, confer on the Secretary or any other person or persons to do all or any of the following matters or things, that is to say, to present for registration, admit the execution or have registration, in form of law and take back from any registration office in India any documents of what-so-ever nature which shall have been executed by the AORRO.
(ix) All properties, movable and immovable belonging to the AORRO shall vest in the Managing Committee for use in accordance with the Rules and Regulations of the AORRO.
(x) All deeds, agreements, leases, releases, mortgages or documents of what-so-ever nature relating to or affecting the properties or interest of the AORRO shall be taken and stand in the name of the AORRO.
(xi) All deeds, agreements of what-so-ever nature, mortgages or documents of what-so-ever nature relating to or affecting rights and privileges of the AORRO shall be executed jointly for and on behalf of the AORRO by any two members of the Managing Committee for the purpose.
(xii) The Managing Committee will hold at least two meetings within the financial year. Special Meetings may be summoned by the Director as and when deemed necessary.
RULE 12 – DIRECTOR
The Director shall :-
Preside over all meetings of the General Body and the Managing Committee of the AORRO.
Exercise control over all aspects of the functioning of the AORRO.
In the absence of the Director, the Committee will be chaired by a member of the Managing Committee present.
RULE 13 – SECRETARY
The Secretary shall :-
Maintain records and submit all returns as required by law.
Maintain minutes of the General Body Meeting, the Managing Committee and other duly established Committees.
Organise all functions of the AORRO and its liaison with other organisations.
Publish a newsletter and Member’s Address Book as often as required.
Diligently look after financial interests of the AORRO. Towards this end he shall be responsible for the proper accounting, custody and protection of money and movable property.
Countercheck all books, accounts and vouchers.
Prepare annual income and expenditure, receipt and disbursement accounts and balance sheet.
Handle cash not exceeding Rs.5000/- for incidental expenses.
RULE 14 – TREASURER
The Treasurer shall :-
Assist the Secretary in maintenance of all accounts of the AORRO.
Maintain and keep all books, accounts and vouchers.
Assist Secretary in preparing annual income and expenditure, receipt and disbursement accounts and balance sheet.
RULE 15 - FINANCIAL YEAR
The financial year of the AORRO shall be from April 01 to Mar 31 the succeeding year.
RULE 16 – AUDIT
Functions of auditors :-
Every year at the close of the financial year, accounts will be arranged to be audited by Chartered Accountants. Remuneration of the CA will be fixed by the Managing Committee from time to time.
The auditors of the AORRO shall have the right of access at all reasonable times to the books of accounts and vouchers of the AORRO and shall be entitled to require from the Director and office bearer of the Managing Committee and all members and employees of the AORRO such information and explanation as necessary for the performance of the audit.
The Auditors shall make a report to the General body in respect of the accounts examined by them and every balance sheet and Income and Expenditure accounts laid before the Annual Meeting during their tenure of office and report shall state, whether or not such Balance sheet exhibits the true and correct view of the State of the AORRO affairs according to the best of their knowledge and explanation given to them and as shown by the Managing Committee of the AORRO.
In case the Managing Committee desires to change the Auditors, they may do so after giving the Auditors notice of one audit period.
RULE 17 - ACTIVITIES AT NEW DELHI
Beside other activities, the Managing committee will arrange a social gathering of the AORRO at least once a year on a suitable date, time and venue at New Delhi. The occasion will be given wide publicity to permit members of the AORRO residing all over India an opportunity to participate in such social interactions should they choose to attend. Charges for all “Get together” will be exclusive of normal fees specified at Rule 5.
RULE 18 - FILLING UP CASUAL VACANCIES
Vacancies arising in the members of the managing Committee during its terms by resignation of some members or otherwise may be filled up by the Managing Committee by co-option of another member to be notified at the next meeting of the General Body. The co-opted member will have equal rights/privileges vis-à-vis elected members.
RULE 19 - LIST OF THE MEMBERS THE MANAGING COMMITTEE
In the month of January every year, a list shall be filed with Registrar of Societies in the names, addresses and occupants of the members of the Managing Committee of the AORRO.
RULE 20 - LEGAL PROCEEDING
The AORRO may sue or be sued in the name of the Director/Deputy Director/Secretary/Accounts Officer as per provision laid down under section 6 of the Societies Registration Act 1860.
RULE 21 - DISSOLUTION
A body of members constituting not less than 3/5th of the total list of members of the AORRO may determine that it shall be dissolved forthwith. Therefore, it shall be dissolved forthwith or at the time they agreed upon and all necessary steps will be taken for the disposal and settlement of the property of the AORRO, its claims and liabilities according to the rules of the said AORRO applicable thereto, if not then, as the Managing Committee may decide, provided that in the event of any dispute arising among the said Managing Committee or members of the AORRO, the adjustment of its affairs shall be referred to the Principal Court or original Civil jurisdiction of the District in which registered office of the Chief building or the AORRO is situated and the Court shall make such order in the matter as it shall deem. Requisite provision or Section 13 and 14 of the Societies Registration Act 1860 will be complied with, providing that the Officers Association shall not be dissolved unless 3/5th of the total members shall have expressed a wish for such dissolution by/through votes delivered in person or by proxy at General Body meeting convened for the purpose. If upon the dissolution of the AORRO there shall remain after the satisfaction of the debts and liabilities any property what-so-ever, the same, shall not be paid or distributed among the members of the AORRO or any of them but shall be given to some other society/Association to be determined by the votes of not less than 3/5th of the members or by proxy at the time of dissolution or in default thereof by such count, as aforesaid. All the provisions of the Societies Registration Act XXI (Punjab Amendment Act) 1957, as extended to the State of Bihar shall apply to this AORRO.
RULE 22 - PASSING OF RESOLUTION
The AORRO will not pass any resolution which directly or indirectly is tantamount to service commitments.
