2. (i) Rank AMC candidates on appointment will be granted the rank as under:-
(a) Capt when a candidate is in possession of full Medical Registration Certificate.
(b) Lieut. Where a candidate possesses provisional Medical Registration Certificate.
(ii) Promotion
(a) Counting of Service. All full pay commissioned service with the colours as a Medical Officer will count as full commissioned service towards rank and seniority in pay
and promotion, provided the candidate was in possession of medical qualifications as laid down in Para 3 of this AI. In the case of officers who were previously in the
medical branch of the ITF, AFI Medical Corps or ATRD/ABRO Medical Corps or AIRO/ABRO service for instructional or training purposes will not count as service in the AMC.
(b) Time Scale Promotion. Time scale promotion will be limited to the rank of Major provided that the officers are in all respects suitable and recommended, they will
be promoted as under :-
Capt. Those who enter the AMC in the rank of Lieut in accordance with para 2(i) (b) above, will be promoted to the rank of Capt on production of full Medical Registration Certificate will be produced within one year from the date of commission or date of eligibility for the same whichever is later in respect of officers who do their internship partly on wholly in civil.
NOTE : Those officers who complete their entire period of internship in the AMC will be allowed the seniority/rank of Capt from the date they become eligible for permanent Medical Registration Certificate. However, their promotion will not be notified until they submit Permanent Medical Registration Certificate.
Quasi-Substantive Major. On completion of 4 years reckonable\ service as Capt.
NOTE : The quasi-substantive rank of Major will be treated as substantive for pay purposes.
(iii) Acting Promotion SSC Officers will be eligible for acting promotions under the rules as may be in force from time to time.
