GOVERNING BODY.

1.     Composition. The Governing Body will consist of the following :-

(a)    Senior Colonel Commandant – President.

(b)    Remaining Colonel Commandants.

(c)    Director General Artillery, in case he is not a Colonel Commandant.

(d)    Commandant, School of Artillery, if he is not a Colonel Commandant.

(e)    MGs Artillery.

(f)     Additional Director General Artillery (B) – Secretary.

(g)    Major General/Brigadier Army Air Defence (AAD), to be nominated by Director General (DG) AAD till existing AAD members remain in RAA.

 (h)    Deputy Director General (Coord and Personnel).

(j)     Commandant, Artillery Centre, Nasik Road Camp. (In attendance only)

(k)    Commandant, Artillery Centre, Hyderabad. (In attendance only)

(l)     Director Artillery (Dir, Arty-10) (In attendance only)

(m)   Secretary RAA.(In attendance only)

EXECUTIVE COMMITTEE

2.     Composition. The Executive Committee will consist of the following :-

(a) Director General Artillery - Chairman.

(b) Additional Director General Arty (B)/ - Vice Chairman. nominated MG Arty.

(c) Commandant Artillery Centre, - Deputy Chairman. Nasik Road Camp.

(d) Deputy Director General - Secretary. (Coord and Personnel).

(e) Representative from Army Air Defence.

(f) Director Artillery (Arty-10).

(g) Secretary RAA.

(The quorum will be four members with the presence of either the Chairman or Vice Chairman being mandatory).

UNIT COMMITTEE.

3.     Each Regimental Headquarters/Independent Battery/Formation Headquarters has one committee each, to function as initiating/recommending authority for cases from among gunners serving under them. Every unit must maintain detailed records of their personnel including RAA membership number, details of next of kin, home address and employment address.

4.     Composition. The Unit Committee will consist of the following :-

(a) Second-in-Command (Chairman).

(b) One Battery Commander/BK/Staff officer.

(c) One other officer.

(d) Subedar Major.

(e) One JCO.

5.     The quorum will be three members.

6.     Functions.

(a)     To consider cases received from both serving and in some cases retired personnel for medical relief, distress relief and financial grant. If required, to ascertain the veracity of the claim of the member.

(b)     Give recommendations to the Commanding Officer of the unit.

7.    Assembly.The Unit Committee will assemble on as required basis.

8.     Applications duly recommended by the Commanding Officer will be forwarded to Headquarters Command Artillery Branch.

COMMAND COMMITTEE.

9.     Composition.

(a)    Brigadier Artillery – Chairman (in absence of the Brigadier Artillery, MG Artillery to act as Chairman).

(b)    One Staff Officer of Headquarters Artillery (Command).

(c)    One Officer/JCO of an Artillery unit within the Command.

(The quorum will be of three members.)

10.     Functions.

(a)     Command Committee will consider cases forwarded by units and Formation Headquarter in respect of  both serving and retired personnel and sanction relief from  the budgeted allotment to the Headquarter Command (Artillery) upto a maximum of   Rs 10,000/-  per individual for distress relief.

(b)     Routine cases and the cases requiring assistance over and above provided by the MG Artillery will be forwarded along with recommendation of the MG Artillery to the Secretary  RAA for consideration by the Sub Committee of the Executive Committee.

11.     Command Committee will assemble on as required basis.

SUB COMMITTEE OF EXECUTIVE COMMITTEE (SCEC).

12.     The Sub Committee of the Executive Committee will consist of the following :-

(a)     Commandant Artillery Centre, Nasik Road Camp / a Brigadier of School of Artillery / Chairman.

(b)     One Commanding Officer of cooperating unit detailed by School of Artillery.

(c)      Secretary RAA.

(d)     Representative of Army Air Defence.

(e)   Two Junior Commission Officer Members (as nominated by Commandant Artillery Centre, Nasik Road  Camp).

(f)     Treasurer RAA will be in attendance.

(The quorum will be four members including the Chairman which is mandatory.)

13.     Functions.It will consider the following :-

(a)     Cases relating to medical relief to paraplegic officers/Junior Commission Officers/Other Ranks.

(b)     Cases relating to distress relief of Junior Commission Officers/Other Ranks.

(c)     Cases for grant of relief to officers. The JCOs and AAD representative will not be part of the quorum.

14.     Assembly. The Sub Committee of the Executive Committee will meet at RAA once in a quarter to sanction relief. Board proceedings will be forwarded to the Chairman Executive Committee for information and scrutiny.
