INTRODUCTION:
The Armed Forces Medical Services (AFMS), in partnership with Ministry of Defence and Ministry of Health & FW, has developed a new initiative to leverage the superannuated Medical Teachers from the AFMS into the faculty system at various Govt Medical Colleges in the country. The scheme is known as ‘SRESTA’ (Scheme for Re-deployment of Superannuated Teachers of the AFMS). Under this scheme, the retired Medical Teachers of the AFMS system will be registered in a pool. The officers in this resource pool will be termed as the SRESTA National Medical Faculty(SNMF). ‘SRESTA’ will be launched shortly by the Govt.
DESCRIPTION:
The Medical Teachers in the Govt system retire between the age of 65-70 years whereas 65% of AFMS Medical Teachers retire at 58 years of age and thus have atleast 07-10 years of active service to serve as Medical Teachers. Apart from this, the AFMS Medical Teachers who proceed on premature retirement/release after short service, have longer period of active service to serve as Medical Teachers. Due to the qualities of being disciplined, committed, experienced and adaptable to newer working environs in any part of the country, the Medical Teachers of the AFMS have been highly recommended by the govt for deployment in Govt Medical Colleges. The AFMS Medical Teachers who are superannuated/ proceeded on premature retirement/released after short service will be eligible to register under this scheme. The retired AFMS Medical Teachers who are willing to get registered under the scheme, will only be reflected in the resource pool for future Govt job opportunities.
REMUNERATION PACKAGE AND OTHER CONDITIONS
The SNMF will be deployed on a contract basis with the remuneration package ranging from 1.2 Lakhs - 2.2 Lakhs depending upon the designation and experience of the Superannuated AFMS Medical Teachers. The officer will continue to draw their respective pensionary benefits. Other amenities and privileges would be applicable as per the rules of the host college. The proposed remuneration (consultancy plus Pension) for the SNMF Teachers is attractive and as a composite package equal to that of the regular faculty members of AIIMS system which is the highest in the Govt sector. It is also quite comparable to the average earnings in the cooperate sector. SRESTA would be positioned as a continuum of service of the SNMF upto 65 years and would be seen as another notional “posting” after the retirement.
CONCLUSION
The Govt has been implementing a scheme to convert 82 district hospitals into medical colleges across the country. Additionally 75 more district hospitals will be converted into medical colleges in the next 45 years. In order to meet the prevailing as well as expected shortage of Medical Teachers, the Govt is working towards channelizing the SRESTA pool into vacant faculty position in Govt medical colleges.
The Scheme would be beneficial to the Govt Medical Colleges as it would provide them a pool of qualified recognized Teachers for vacant Faculty positions and would provide an attractive post retirement avenue for employment to the retired officers of the AFMS as Medical Faculty in the Govt Medical Colleges of the country.
