1. Title. The title of the fund shall be OFFICERS ASSISTANCE AND WELFARE FUND. The fund will form a sub fund of the RAA Fund.
2. Objective. The fund is constituted for providing relief and financial assistance to serving and retired officer members and to the families of deceased members.
3. Finance. The following are the main sources of income to Officers Assistance and Welfare Fund :-
(a) Rs 100/- donation initially from Artillery Officers.
(b) Interest from Officers Assistance and Welfare Fund Investments.
(c) Share of income of RAA funds, to be decided during the annual budgeting based on the Officers to JCOs/OR ratio.
RELIEF/GRANTS.
4. Rules for Officers Assistance and Welfare.
(a) Grants for distress / medical relief may be sanctioned from this fund to serving and retired members of the fund. The quantum of grants will generally be given as under:-
(i) Normally uptoRs.20,000/-.
(ii) Ex Gratia - Rs.5,000/-.
5. Officers and their families are eligible for grant when extreme financial hardship is established. As the resources are limited they should normally obtain authorised assistance from Government sources and Army Officers Benevolent fund at Army Headquarters. When assistance from these agencies is not available or is inadequate then only grants will be given from this fund.
6. Procedure for Relief and Grants.
(a) Serving officers will forward their applications to the Secretary RAA through departmental channels.
(b) Officer serving on staff (other than Army Headquarters), ERE and in the Artillery Centres will forward their application to the Secretary RAA through their superior officers (not below the rank of Col) and Headquarters Command (Artillery).
(c) Officers serving in the School of Artillery will forward their applications to the Secretary RAA through their Commandant.
(d) Officers serving at Army Headquarters will forward their applications to the Secretary RAA through their Superior Officers (not below the rank of Col) and the Additional Director General Artillery (B).
(e) Retired Officers and families of deceased Officers will forward their application to the Secretary RAA through the nearest Artillery Formation Headquarters or ZilaSainik Board. The application will be sent on the form prescribed by the RAA.
7. Sanctioning Authority. The Secretary RAA will put up all the applications in the meeting of Sub Committee of Executive Committee/Executive Committee for sanction.
