1.    Who can become the member of RVC Association?

 

Any Officer and JCO/OR who is serving or has served in the Remount Veterinary Corps is eligible to become a member of the association. The newly commissioned Officers/JCOs/OR will pay their membership on joining RVC Centre & College, Meerut/Unit where they are promoted. (in case of JCOs).

The contributions collected will be remitted to the Secretary Remount Veterinary Corps Association c/o RVC Centre and College, Meerut Cantt through a consolidated demand draft or bank order

 

2.    What is the loc of RVC Association?

 

Currently the loc of RVC Association is RVC Centre and College, Meerut Cantt- 250001.

 

3.    Whether the association is registered?

 

Yes, the RVC Association is regd with NCT of Delhi and Haryana under Sec 25 of the Company’s Act 1956 (No 1 of 1956) dt 21/06/2005.

 

4.    What is the subscription details?

 

Rates of subscription (one time) will be as under:-

 

(i)     Life member (Officers) - Rs 1,500.00
(ii)    Life member (Junior Commissioned Officers) - Rs 500.00
(iii)   Life member (OR) - Rs 100.00
(iv)   Corporate Members

   (aa)    Major establishments - Rs. 5,000.00
   (ab)   CMVL/AFVHs - Rs. 3,000.00
   (ac)   MFVH/ADUs/MFVH Class I & II - Rs 1,000.00
   (ad)   MVH ClII/ R&V NCC Unit - Rs 500.00

(v)     Honorary Member* - Nil

* Honorary members:    Widows of all Remount Veterinary Corps Offrs, JCOs & OR.

 

5. What is the procedure for registration?

 

By filling the membership form and submitting along with the subscription fees to the Secy, RVC Association, RVC Centre and College, Meerut cantt- 250001.

 

6. How and where the General Body meeting will be held?

 

(a)    Central committee shall hold at least one meeting within every twelve calendar months and the quorum for this Central Committee meeting shall be either all six members but not be less than three members in any case.

(b)    General body meeting will be held minimum once a year preferably along with Corps Day in Dec. Station Chapters will hold meeting as per requirement and convenience.

(c)     During the general body meeting, all chapters level in-charges will discuss their chapter level response in their area of operation.

 

7. What is the organization of the central committee?

 

(a)    The office bearers of the Central Committee shall be:-

 

(i)     DG RVS                                     - President.

(ii)     Addl DG RVS and Comdt,        - Vice Presidents
RVC Centre &College

(iii)     Two retired offrs to be            - Members
nominated by the general body

(iv)     Secretary  - CO Trg Regt, RVC Centre & College will be ex-officio secretary of the association

 

 

(b)     The term of office for members shall be one year or till the annual general body meeting is held.

(c)     Treasurer/ex officio treasurer will be Tech Trg Officer, RVC Centre & College).

(d)    The central committee shall be responsible for total management or any other purpose connected with the implementation of its aim and objects and may alter, vary, rescind the same and shall issue instructions to the station chapters whenever it may deem necessary.

 

8.   What is the financial power of the central committee?

 

(a)    Financial power is laid down as under:-

 

   (i)     President - Rs. 30,000/-
  (ii)     Secretary - Rs. 10,000/-
 (iii)    Central Committee - Rs. 50,000/-
 (iv)    General Body - Unlimited power of expenditure

 

(b)    The above power will be exercised to defray expenditure on social activities organized for the benefit of the association salaries, wages, office, postage and other contingencies on any one object at a time within the annual budget allotment made by the central committee.

(c)    The central committee may authorise grants to such charitable funds/institutions which may directly or indirectly benefit the members of the Corps.

 

9.   How the audit of the accts is carried out?

 

(a)   Every year after close of the day, accounts will be got audited by a chartered accountant within a period of three months. The central committee will fix their remuneration from time to time.

(b)    The auditors of the association shall have the right to access at all reasonable times to the books, accounts and vouchers of the association and shall be entitled to acquire from the president and office bearers of the central committee and all officers and employees of the association, such information and explanation as were to be necessary for the performance of the audit.

(c)    The auditors shall make a report to the general body of the accounts examined by them, every balance sheet, income and expenditure of accounts laid before the annual meeting during their tenure of office.

(d)    The central committee may change the auditors after three years.

 

10.    What is the Ex Service Men Contributory Health Scheme?

 

ECHS was authorised by Government of India on 30 Dec 2002, and has been introduced from 01 April 2003. It is a publicly funded medicare scheme for those who are ex-servicemen and pensioners & their eligible dependants, and will provide medical care through out-patient treatment at 227 Polyclinics all over India, and in-patient hospitalization & treatment through Military Hospitals and out-sourced Civil Hospitals & Diagnostic Centers at all these 227 locations, which will be empanelled for the purpose. Treatment/hospitalization in Service Hospitals will be available to ECHS members, subject to availability of specialty, medical staff and bed space.

 

11.   Is ECHS only for army servicemen only?

 

This medical facility is for Ex-servicemen only, who have served in Army/Navy/Air force/Indian Coast Guard/Special Frontier Force.

 

12.   Where are the application forms available?

 

Forms are available at all Station Headquarters, CSDs and at Rajya Sainik Board offices. For those having access to the internet form can also be downloaded from website 'wwww.echs.gov.in/downloads.html',‘www.indianarmy.nic[dot]in/arechs.htm’ or “www.irfc-nausena.mil.in”.

 

13.   What are the benefits of this scheme?

 

ECHS provides cashless medical coverage for the Ex-servicemen and their dependants in the established polyclinic/military hospitals/empanelled hospitals across India.

 

14.   When does my medical cover start? From the date of application or receipt of Smart Card?

 

ECHS facilitates medical cover right from the day of submission of application form by showing the Receipt. Receipt of application form can be used for temporarily period till the Ex-Servicemen received the smart card. For all retirees who have retired before 01 April’2003 and have not yet taken membership their service particulars/record will be scrutinized and verified by record office. Temporary card receipt in respect of these individual will be given only after the authenticated record is received from record office. This process may take 2-3 months from the date of fulfilling formalities.

 

15.   Are my family members covered in the scheme?

 

Yes, ECHS cover ex-servicemen along with his/her dependent family member.
