STANDING OPERATING PROCEDURE OF RVC ASSOCIATION

 

Name.     Remount Veterinary Corps Association.
 

Eligibility.     Any Officer and JCO/OR who is serving or has served in the Remount Veterinary Corps is eligible to become a member of the association.
 

Membership.   The membership shall be open to all serving and retired/released combatant personnel of the Corps. The association shall have the following type of membership:-

 

(a)     Life members.     Officers and JCOs/OR, who have served or are serving in Remount Veterinary Corps.

 

(b)     Corporate members.     All RV units incl Adv Fd Vet hosps, Mil Fd Vet Hosps, Mil Vet Hosps, Army Dog Units, RVC Centre and College, Equine Breeding Studs, Rmt Trg School & Deps, Cen Mil Vet Lab and R&V Regt/Sqn NCC.

 

(c)     Honorary members.     Widows of all Remount Veterinary Corps Offrs, JCOs & OR.

 

Rates of Subscription

 

(a)     Rates of subscription (one time) will be as under :-

 

(i)     Life member (Officers)

(b)     Revision of rates.     The above subscription rates can be revised by the Central Committee. The amount will be paid by life members in lump sum at the time of grant of membership.

 

(c)     Collection of additional funds. Additional funds may be raised from permissible fund raising drives.

 

Sources of Income.     The income of the Remount Veterinary Corps Association shall be from the following sources:-

 

(a)     Indl membership fee from serving/retd/released RVC pers.

(b)     Corporate membership fee.

(c)     Donations from members only.

(d)     Funds raised from activities.

(e)     Interest from investment.

 

Rights and Privileges.     The member or his family will be entitled to the benefits which the general body/central committee may decide.

Cessation of Membership.     A Life member may cease to be one by sending a simple request in writing to the Secretary and his request will be accepted by the Central committee.

General Body

 

(a)     The general body will consist of the members. The President and Secretary of the central committee will be the President and Secretary of the general body. It will be convened minimum once in a year by giving a minimum of 15 days notice to formulate policies/programs, pass the budget for the ensuing year, consider and adopt the annual audited accounts. The general body will also nominate two retired members for the central committee.

(b)     The date and month for annual meeting will be fixed by the central committee. A written notice of 30 days will be necessary for the meeting which will be accompanied by the agenda of the meeting.

(c)     The general body shall be the sole authority for transacting any business. If any decision is taken and implemented by the central committee, it shall be rectified in the general body meeting.

(d)   The association will not pass any resolution which directly or indirectly tantamounts to service commitments.

 

Management of Organisation.     The affairs of the association will be managed by the following committees:-

 

(a)     Control committee functioning at Meerut from RVC Centre & College under the chairmanship of the President.

(b)     The control and management of the day to day affairs, interests of the association shall vest in the control committee.

(c)     The central committee shall comprise of five members, besides the Secretary.

(d)     The office bearers of the Central Committee shall be:-

 

(i)     DG RVS

 

- President

 

 

 

(ii)    Addl DG RVS and Comdt, RVC Centre &College

 

- Vice Presidents

 

 

 

(iii)   Two retired offrs to be nominated by the general body

 

- Members

 

 

 

(iv)    Secretary

 

- CO Trg Regt, RVC Centre & College will be ex-officio secretary of the association.

 

(e)     The term of office for members shall be one year or till the annual general body meeting is held.

(f)     Treasurer/ex officio treasurer will be Tech Trg Officer, RVC Centre & College).

(g)    The central committee shall be responsible for total management or any other purpose connected with the implementation of it’s aim and objects and may alter, vary, rescind the same and shall issue instructions to the station chapters whenever it may deem necessary.

 

Patrons:     All retired heads of service will be ex-officio patrons. They will be requested to attend the annual general body meeting during re-unions and in non-reunion years, any and or all patrons available in station will be invited to attend.

Formation of chapters.     Station chapters at selected stations under nominated Officer Commanding of a unit.

 

General Body Meeting

 

(a)     Central committee shall hold at least one meeting within every twelve calendar months and the quorum for this Central Committee meeting shall be either all six members but not be less than three members in any case.

(b)     General body meeting will be held minimum once a year preferably along with Corps Day in Dec. Station Chapters will hold meeting as per requirement and convenience.

(c)     During the general body meeting, all chapters level in-charges will discuss their chapter level response in their area of operation.

(d)     The station chapters at selected stations shall function under nominated Officer Commanding of a unit.

 

Station Chapters

 

(a)     The Officer Commanding of the selected unit will act within the framework and guidelines issued by central committee.

(b)     Officer Commanding of the unit at selected station will act on behalf of the central committee and liaise between the central committee and the members of the association stationed in his jurisdiction.

 

President.     The President shall:-

 

(a)     Preside over all meetings of the general body and the central committee of the association.

(b)     Exercise control over all aspects of the functioning of the association.

 

Secretary.     The Secretary shall:-

 

(a)      Maintain records and submit all returns as may be required.

(b)      Maintain minutes of the general body meeting, the central committee meeting and other duly established station chapters meetings.

(c)      Organize all functions of the association and it’s liaison with other organizations.

(d)      Publish news letter and members address book as often as may be feasible and as per directions of the central committee.

(e)     Diligently look after financial interests of the association. Towards this end he shall be responsible for the proper accounting, custody and protection of movable and immovable property.

(f)      Secretary/ex-officio Secretary of the RVC Association will co-ordinate the General Body proceedings in consultation with the Commandant, RVC Centre & College.

 

Treasurer.     The Treasurer shall:-

 

(a)     Keep or cause to be kept all books, accounts and vouchers.

(b)     Prepare annual profit/loss account, receipt disbursement account and balance sheet.

(c)     Handle cash not exceeding Rs 3000/- for incidental expenses.

 

Corpus.     All subscriptions will be treated as a corpus from which no expenditure shall be incurred unless prescribed and approved in the general body meeting/central committee.

Funds and operation of accounts.     The funds of the association will be deposited in joint account in a scheduled Bank. It will be jointly operated by the Secretary/ex officio secretary and Treasurer/ex officio treasurer. All expenditure shall be out of interest, donations and earnings.

 

Collection

 

(a)     The units nominated will remit the amount so collected from retired/released Officers/JCOs/OR to secretary, RVC Association c/o RVC Centre & College, Meerut Cantt-250001.

(b)     The newly commissioned Officers/JCOs/OR will pay their membership on joining RVC Centre & College, Meerut/Unit where they are promoted. (in case of JCOs).

(c)     The contributions collected will be remitted to the Secretary Remount Veterinary Corps Association c/o RVC Centre and College, Meerut Cantt through a consolidated demand draft or bank order with nominal roll of contributors. This amount will be treated as a corpus and is not allowed to be spent. All expenditure shall accrue from interest and donations.

 

Financial Power

 

(a)     Financial power is laid down as under:-

 

(i)      President
(ii)     Secretary
(iii)    Central Committee
(iv)    General Body

- Rs. 30,000/-

- Rs. 10,000/-

- Rs. 50,000/-

- Unlimited power of expenditure

 

(b)    The above power will be exercised to defray expenditure on social activities organized for the benefit of the association salaries, wages, office, postage and other contingencies on any one object at a time within the annual budget allotment made by the central committee.

(c)      The central committee may authorise grants to such charitable funds/institutions which may directly or indirectly benefit the members of the Corps.

 

Financial Year.    The financial year of the association shall be from April 01 to Mar 31

 

Audit

 

(a)     Every year after close of the day, accounts will be got audited by a chartered accountant within a period of three months. The central committee will fix their remuneration from time to time.

(b)     The auditors of the association shall have the right to access at all reasonable times to the books, accounts and vouchers of the association and shall be entitled to acquire from the president and office bearers of the central committee and all officers and employees of the association, such information and explanation as were to be necessary for the performance of the audit

(c)     The auditors shall make a report to the general body of the accounts examined by them, every balance sheet, income and expenditure of accounts laid before the annual meeting during their tenure of office.

(d)      The central committee may change the auditors after three years.

 

Vacancies in central committee.     Filling of vacancies arising in the elected members of the central committee during its term by resignation of some members or otherwise may be filled up by the central committee by co-option of another member to be notified at the next meeting of the general body.

Legal Proceedings.     The association may sue or be sued in the name of President/Secretary/ex officio secretary and Treasurer/ex officio treasurer as per rules.

 

Sequence of events/responsibilities: Central RVC Association Meeting

 

(a)     The complete arrangements of RVC Association meeting will carried out at designated place of RVC Centre & College.

(b)     PA system, microphones and visual screen etc will be placed before hand under arngs of RVC Centre & College.

(c)     Prior to the AGM meeting, control committee meeting will be held in the conf room of RVC Centre & College.

(d)     All the members will be seated prior to the arrival of the President and Sr most Patron.

(e)     On arrival, the Sr most Patron, President and Vice Presidents will light the inauguration lamp as and then be ushered to the podium by the secretary.

(f)      Patron, President, Vice Presidents and Secretary will be seated on the podium as per seniority.

(g)     Once the President and Sr most Patron are seated, inaugural address will be rendered by Commandant, RVC Centre & College following which the Secretary will give a presentation on association activities incl avl info for members alongwith detailed progress on each agenda point.

(h)      This will be followed by address by Sr most Patron and President.

(j)       ADG RVS will then give the ‘Vote of Thanks’ which will be followed by the National Anthem.

(k)      After the meeting, all members will join for tea.

(l)     Details of memberships, agenda points and programme of events will be placed on the Notice Board outside the venue of the meeting under the arrangement of RVC Centre & College.

 

Miscellaneous

 

(a) Accn:      As per rules, no separate govt accn is authorised for regimental associations. As such the functioning will invariable integrated with the centre office in such a manner that govt interests are not jeopardized.

(b) Hiring of services:      Hiring of service of a retd officer and clerk on voluntary basis / honorarium basis may be considered as may be deemed appropriate by the general body / central committee.
