1. The applications in respect of JCOs/Ors for grant of Permanent Commission in the AMC (Non Tech) will be submitted on the form as given in the Annexure to this Army Instruction. These will be processed as follows : -
(a) The applications from the eligible candidates i.e those serving JCOs/OR, who have completed a qualifying service of 05 years and above and who fulfil other educational/medical / service criteria will be called for by DGAFMS/DG-1A once in a calendar year. The candidates will be interviewed by the Comdt/CO of he hospital/unit and DDMS of either Area Corps or Comd as the case may be. Interview will be limited to two levels only and their recommendations will be endorsed on the application before forwarding to AMC Records.
(b) Applications, completed in all respects will be further scrutinized/filtered by a system of marking based on service records, as approved by the DGAFMS. The scrutiny will be carried out by a board of officers constituted as under : -
(i) Chairman - Col Records
(ii) Member - SRO (AMC Records)
(iii) Secretary - Asst RO (AMC Records not below the rank of Capt)
(c) Applications of those with incorrect or incomplete information on any accord will be rejected and sent back to the unit concerned.
(d) After the initial screening as above the Col Records will forward the list of candidates along with the applications and marks awarded by the board of officers as at (b) above to Commandant, AMC Centre & School. (e) All the candidates will be called on temporary duty to AMC Centre & School for initial screening in a written examination.
(f) In the written examination to be conducted by the Commandant AMC Centre & School Lucknow, all candidates obtaining 40% and above marks (including marks for service records) will be selected in order of merit, irrespective of number of vacancies as intimated by office of the DGAFMS.
(g) The list of candidates as above will then be forwarded algonwith the applications to DGMS (Army)/DGMS-3D who in turn will forward the Select List of such candidates duly recommended for the grant of commission to the office of DGAFMS/DG-1A for onward transmission to the Recruiting Dte for detailment to different service selection boards. The SSBs will grade the candidates and forward the result of grading to the DGAFMS.
(h) Based on grading forwarded by the Service Selection Board, the required number of candidates will be considered selected for grant of Permanent Commission as per Service Selection Board merit and availability of vacancies. The remaining will be granted SSC in terms of AI 40/73 depending upon vacancies as decided by the DGAFMS.
2. The applications in respect of serving Short Service Commissioned Officers will be forwarded to DGMS (Army)/DGMS-1A through proper channel duly recommended at every level in chain of Command. The DGMS (Army) after carrying preliminary scrutiny will forward the applications to the DGAFMS alongwith the recommendations of DGMS (Army) to make the final selection for grant of Permanent Commission in Non Tech Cadre of AMC. Such AMC/SSC (NT) Officers will be interviewed by a Selection Board No. 07 as laid down in Govt. of India, Min of Defence letter No 301/DGAFMS/DG-1(X)/87-S/D(Med) at 08 Feb 1988, as amended from time to time.
